Brian Alan Jones, 47 of Rome, was arrested this week after reports said he walked out of El Zarapes on Broad Street without paying his $69.28 pay.
When police arrived on scene they found Jones standing out on the sidewalk using vulgar language while heavily intoxicated.
Jones is charged with theft of services, disorderly conduct and public drunk.
