Thomas Eugene Franks Jr, 18 of Rome, was arrested this week after reports said he stole a wallet containing $200 in cash from a car on Agnes Street.
Police said that the theft occurred back in September 2023.
Franks is charged with entering an automobile with intent to commit a crime.
