Stephen Kyle Ingram, 30 of Rome, was arrested this week after reports said he nearly killed a woman before stealing her car at 2209 Shorter Avenue.
Reports stated that Ingram strangled the 33 year-old victim to the point she could no longer breathe while threatening to kill her.
The victim was left with visible injuries to her body from the attack.
Ingram is then accused of taking the victim’s cellphone and unplugging a phone land line so that she could not call 911 for help.
He then is accused of stealing her vehicle and leaving the scene.
Ingram is charged with aggravated assault, battery, theft by taking a motor vehicle, theft by taking, terroristic threats/acts, two counts obstruction of a person making a 911 call and driving on a suspended license.
