Carl Staney Stair Jr, 19 of Rome, was arrested this week after reports said he was found in the backyard of a home on East 19th Street wearing a ski mask, gloves, head lamp, and a “multi-tool”.
Police said that Stair was attempting to steal a used tire from the home.
Stair is charged with theft by taking, criminal trespass, obstruction and possession of tools for the commission of a crime.
