Keith O’Bryann Stocks, 33 of Rome, was arrested this week after reports said he was found prowling around an abandoned building on East 12th Street.
When officers arrived, Stocks told officers that “since the building had been abandoned, he took ownership of it”.
Stocks is charged with prowling.
