David Joseph McKay, 43 of Kingston, was arrested at the Texas Roadhouse in Rome after reports said he used obscene, vulgar and profane language in front of children.
Authorities added that McKay used abrasive and abusive words when asked to stop.
McKay is charged with disorderly conduct.
