James Edward Garrett Jr, 55 of Rome, was arrested this week after police said he walked toward them in a threatening manner after they asked him to stop walking in the roadway.
Police said that they approached Green while he was walking along Maple Street near Highway 411 before he came at them in an aggressive manner.
Reports added that Garrett then refused to follow commands before attempting to flee the scene. Officers added Garrett still tried to resist after they dry-stunned him.
Garrett is charged with felony obstruction of police and pedestrian walking on the roadway.
