Tarrence Jamal Hudgins, 31 of Rome, was arrested this week after reports said he used his car as a weapon to stop another person from leaving the scene in her vehicle.
Reports added that Hudgins then proceeded to leave the scene of the accident, which was at the intersection of Burnett Ferry and Burnett Circle Roads.
Hudgins is also accused of yelling and screaming offensive language in front of a small child.
Hudgins is charged with aggravated assault, hit and run and cruelty to children in the third degree.
