Donavon Anthony Hilaire, 22 of Silver Creek, was arrested after a traffic stop on Old Bluff Road after police said they found a stolen tag on a vehicle.
Police said that the tag had been reported stolen out of Polk County in April.
Hilaire is charged with theft by receiving stolen property, driving without insurance and driving on a revoked registration.
