Isaias Luis Jacinto-Lucas, 20 of Rome, was arrested this week after reports said he placed his hands around a 22 year-old woman’s neck in order to seriously harm her.
Reports added that the incident occurred at his home on Rooney Road.
Jacinto-Lucas is charged with aggravated assault and battery.
