David Lee Massingill, 49 of Rescea, was arrested in Rome this week after reports said he placed soeone under surveillance without them knowing.
Reports said that Massingill placed a GPS tracker under the victim’s car for the purpose of harassing and intimidating them.
Massingill is charged with stalking.
