John Earl McConnell Jr, 25 of Rome, was arrested this week after reports said he stole a 2010 Nissan Altima.
Reports stated that car was recovered when police pulled him over for speeding on Highway 101 at Pleasant Hope Road.
McConnell is charged with theft by taking, speeding and prole violation.
