Cornelius Bertrand Penn Jr, 28 of Rome, was arrested this week after reports said he beat a woman unconscious outside a home on Tamassee Lane.
Reports said that the victim was found lying unconscious on the ground between two dumpsters with a chipped tooth and injuries to her face.
Penn is charged with aggravated battery.
