Richard Neese, 47, of Rome was arrested this week for disorderly conduct.

According to police, Neese was walking down GA 140 in an intoxicated state. He was seen by multiple motorists who said he was screaming and punching signs.

When officers arrived, Neese failed to identify himself and kept touching a knife in his pocket. Officers then tried to take the knife and place him under arrest. Neese began to resist and two officers wrestled him to the ground. That is when the two officers suffered minor injuries as a result of Neese’s actions.

Neese is charged with felony obstruction of an officer, public drunk, and disorderly conduct.
