Kenneth Douglas Jarrell, 53 of Rome, was arrested after allegedly hitting a man in the face at a location on South Broad Street.
Reports stated that Jarrell was allegedly intoxicated at the time of the altercation.
Deputies added that while being held in a holding cell Jarrell purposed flooded it, causing deputies to detain him. He then allegedly threatened the officers.
Jarrell is charged with battery, public drunk, obstruction of law enforcement and rioting in a penal institution.
