Shalamar Nicole Parks, 32 of Rome, was arrested over the weekend after police said she slapped a disabled woman while engaged in a verbal altercation.
Reports stated that the victim was in a wheelchair and holding an 11 month-old child during the alteration, which occurred back on October 2nd.
Parks is charged with felony exploitation and intimidation of disabled adults, misdemeanor cruelty to children in the third degree and simple battery.
