A Third person has been charged in a scheme to defraud an insurance company. Report said that Hubert Edward Wallace, 35 of Rome, was arrested in Whitfield County after being charged with conspiracy and theft.
Reports said that Wallace, Whitney Shannon Casson, 25, and Donald Ray Rizer, 60, are also charged with conspiracy and theft.
The suspects are all charged with conspiracy to commit a crime after their plans to fraudulently report a vehicle as stolen and collect the insurance money unraveled.

A Chatsworth woman was booked into the Floyd County Jail this week on warrants stating she conspired to take what was going to be a stolen vehicle.. Report said that Whitney Shannon Casson, 25, accepted a Jeep from Donald Ray Rizer knowing that it he was going to report it stolen.
Reports said that Rizer planned to collect the insurance money from the stolen vehicle. He allegedly told Casson to burn the Jeep and get rid of it because authorities would be looking for it.
The Jeep was found wrecked in the woods in Whitfield County on Jan. 30.
Casson is charged with conspiracy to commit a crime and theft by receiving.
Rizer was arrested in February and charged with false report of a crime, conspiracy to commit a crime and theft by deception.
