Stephen Paul Hooks, 57 of Rome, was arrested this week after reports said he physically injured a woman during a dispute at a home on East 13th Street.
Reports said that Hooks scratched the victim on the arm, leaving a mark. Hooks is then accused of refusing to identify himself during the investigation.
Hooks is charged with simple battery and obstruction of police.
