Jason Matthew Mitchell, 46 of Rome, was arrested this week after reports said he was found lying in the middle of Williamson Street while drunk.
Reports stated that vehicles were forced to drive around Mitchell so that they would not run him over.
When officers arrived, they stated that Mitchell was found drunk and with an alcoholic beverage in his pocket. He is also accused of failing to provide identification to law enforcement.
Mitchell is charged with public drunk, obstruction of police and pedestrian walking on roadway.
