Joshua Lee Gibbs, 24 of Rome, was arrested this week on Branham Avenue after he was found in possession of drugs while in a drunken state. Police said that Gibbs was found on the sidewalk passed out before waking and becoming loud and boisterous.
Officers added that they found Gibbs also to be in possession of crack cocaine and a marijuana cigarette along with a plastic bag that contained additional marijuana.
Gibbs is charged with possession of cocaine, possession of marijuana and public drunk.
