Thomas Malcom Adams, 33 of Rockmart, was arrested this week after police say he was found tattooing a 13‑year‑old girl at Peeks Park without a license and without parental consent.

According to Cedartown Police, officers were dispatched to the pavilion at Peeks Park after receiving reports that an adult male was tattooing underage girls in a public area.

When officers arrived, they made contact with Adams, who was actively tattooing a young female. Police say the girl walked away as officers approached.

When asked why he was tattooing in the park, Adams reportedly told officers he was “trying to get his name out.” He also stated he did not know the girl’s age and questioned why it mattered.

Police say Adams admitted he did not have a tattoo license and claimed he did not need one.

Officers contacted her mother, who immediately came to the park. According to the report, the woman told officers she did not know her daughter was getting a tattoo and had not given permission. She reportedly stated she was glad Adams was being taken into custody.

While checking Adams’ information, Polk County dispatch advised that he is a registered sex offender.

The juvenile told officers she had met Adams at a local McDonald’s, where he had spoken to her on several occasions. She said they had become friends and arranged to meet at the park so he could tattoo her chest. Officers documented the tattoo on body‑camera footage.

Adams is charged with enticing a child for indecent purposes, contributing to the delinquency of a minor, tattooing and issuance of permits.
