Michael Joseph-Richard Hines, 32 of Summerville, was arrested this week in Rome after police said he attacked a female during a family get-together and later a police officer who was attempting to take him into custody.
Reports said that Hines yelled, threatened and balled his fist toward a female at a home on Villamar Street.
The victims reported that Hines was under the influence of drugs at the time of the assault.
After locating Hines, police stated that he fled on foot. Once caught up to Hines, police reported that he grabbed them by the neck and began to punch them while making threats.
During the scuffle, Hines damaged the officer’s shoulder microphone and uniform.
Hines then kicked officers while refusing to exit the patrol car.
After arriving at the jail, Hines is accused of physically resisting officers.
Hines is charged with simple assault, disorderly conduct, two counts felony obstruction, obstruction, interference with government property, cruelty to children, and simple battery against a police officer.
