Joshua Winfield Pilcher, 45 of Rome, was arrested this week after reports said he installed a homemade device in order to steal water from Floyd County.
Reports said that Pilcher’s water had been disconnected due to a lack of payment before he bypassed the lock and stole $$94.50 worth of water.
Police stated that Pilcher stole the water from March 12,2025 through June 3, 2025.
A witness told authorities that they observed Pilcher cut the “lock out” band when the water was disconnected. Pilcher is charged with theft of service
