Jonathan Kameron Penn, 26 of Rome, was arrested this week after reports said he choked and pulled the hair of a 25 year-old woman.
Reports stated that the victim was left with visible injuries.
Police added Penn resisted being placed in the patrol car during his arrest.
He was also allegedly found with marijuana in his front pants pocket.
Penn is charged with aggravated assault, simple battery, possession of marijuana, cruelty to children and obstruction.
