Cody Allan Powers, 36 of Rome, was arrested this week after reports said he used a chain to beat another person’s vehicle.
Police said that the incident, which occurred on Shorter Avenue at Westdale Avenue, caused less than $500 in damages.
Powers is charged with criminal trespass.
