Edgar Omar Terrell, 31 of Carrolton, was arrested in Rome after being found with drugs following him ripping up a traffic citation.
Reports stated that Terrell was stopped after officers saw him using his cellphone while driving.
Police said that after repeated attempts to get Terrell to sign the ticket, he ripped it up and threw it out of the window.
A subsequent search then resulted in police finding suspected marijuana in his car.
Terrell is charged with possession of marijuana, obstruction, interference with government property, littering, driving without license in possession and distracted hands free law violation.
