Kayla Brooke Howren, 34 of Rome, was arrested this week after reports said she was arrested for being cruel to both her children and an animal.
Reports stated that Howren caused mental pain to the children as well as failing to provide adequate care for her animals at her home on North Avenue.
Howren is charged with cruelty to animals and three counts 2nd degree cruelty to children.
