Trinia Redwine, 48 of Rome, was arrested at The Spot on Dean Street after reports said she used profane language around children in public.
The officer added that when he arrived on the scene, she refused to provide her identification.
While being placed under arrest, police added that Redwine began to resist and pull away from being handcuffed.
Redwine is charged with disorderly conduct and obstruction.
