William Shon Blair, 53 of Tunnell Hill, was arrested this week after reports said he stole $15,600 from a Rome man back in October.
Reports said that Blair took the money from the victim to buy material for labor he was going to perform at their Horseleg Creek Road home.
Police added that Blair never did the work or returned the money, instead used the funds for his own personal usage.
Blair is charged with felony theft by conversion.
