Kenneth Robert Bishop, 61 of Rome, was arrested after reports said he attacked a woman and then refused to allow her to call 911 for help.
Police said that Bishop grabbed the victim’s arm causing red marks.
He is then accused of getting control of her cellphone when she attempted to call 911 for help.
Bishop is charged with battery and obstruction of a person making a 911 call.
