Issac Jeffery Williams Jr, 21 of Silver Creek, was arrested this week after reports said he ran from police and then threw a book bag of drugs into the Coosa River.
Reports said that Williams refused to get on the ground before throwing a book bag into the river.
The bag was retrieved and officers said they found C.B.D. inside.
Williams is charged with possession of marijuana, tampering with evidence, littering and two counts obstruction.
