Meleia Deanne Yvette Fain, 28 of Rome, was arrested this week after police said they found her driving with an opened bottle of Hennesy and an unrestrained child in the car.
Police added that Fain proceeded to resist officers as they placed her under arrest.
The traffic stop, which occurred near the intersection of Turner McCall Blvd and MLK Blvd, was done when they observed Fain not wearing a seatbelt.
Fain is charged with three counts obstruction, no tag light, seat belt violations for children, open container and a seat belt violation.
