Joshua Matthew Shelly, 45 of Rome, was arrested this week after reports said he picked up a cat and threw it across the room out of anger.
He is then accused of using a flashlight to break a window out of a car. He also allegedly dented the front door of the car with the light.
The incident occurred at a home on Bells Ferry Road.
Shelly is charged with cruelty to animals and criminal trespass.
