James Edward Garrett Jr, 57 of Rome, was arrested at Westminster Presbyterian Church on Shorter Avenue after he was observed lying with his genitalia exposed on the grass.
Reports said that he was taken into custody just before 9am.
Garrett is charged with public indecency and failure to appear.
