Candace Nicole Mims, 34 of Silver Creek, was arrested this week after reports said she allowed for her four children to live in unsanitary conditions.
Officers said that the house they were living in was covered in garbage on the floor and had no running water.
The children were also found with only a mattress in their bedroom with a missing window.
Excessive garbage was also found around the Nelson Street home.
Mims is charged with four counts cruelty to children.
