Stephen Heath Massengale, 52 of Rome, was arrested this week after reports said he was found with methamphetamine.
Reports said that officers pulled Massengale, who was riding a bicycle, over on Friar Truck Road when they observed him at night without light and reflectors.
Massengale is charged with possession of meth.
