Chelsea C Otto, 36 of Rome, was arrested this week after reports said she was found laying down in the middle of Shorter Avenue just before 6 pm.
Reports said that when officers arrived on the scene they discovered that Otto was a wanted fugitive from justice.
Otto is charged with obstructing highways, failure to appear and being a fugitive from justice.
