George Christopher Phillips, 53 of Dallas, was arrested this week in Rome after reports said he attacked a police officer on Blacks Bluff Road.
Officers said that Phillips swung and hit the officer in the head with his fist.
Phillips is charged with felony obstruction and simple battery against a police officer.
