Dena Marie Jacobs, 63 of Rome, was arrested this week after reports said her actions caused the death of two cats and a third that was emaciated.
Police said that Jacobs failed to provide adequate food, water, sanitary conditions, and veterinary care to the cats.
Jacobs is charged with three felony counts of aggravated cruelty to animals and cruelty to animals.
