Michael Mejia-Ortiz, 24 of Rome, was arrested this week after a hit-and-run at the intersection of Shorter Avenue and Holmes Road.
Reports said that Mejia-Ortiz admittingly was on his cell phone and ran a red light before causing a wreck.
He is then accused of fleeing from the scene without stopping.
Mejia-Ortiz is charged with hit and run, failure to obey traffic control devices and distracted hands free law violation.
