John L Durant Watkins, 62 of Rome, was arrested this week after reports said he stole $118.55 worth of merchandise from the Dollar General in Central Plaza.
Police said that Watkins placed the items in his buggy and then left the store without paying.
Officers found Watkins walking down the street pushing the cart and the stolen items.
Reports added that the items that were taken were listed at dog food, laundry detergent, Coke and Sprite.
Watkins is charged with removal of shopping carts and theft by shoplifting.
