Robert Howard Kennemore, 71 of Rome, was arrested this week after reports said he refused to comply with police.
Reports said that Kennemore refused to comply with officers and then refused to place his hands behind his back while being taken into custody.
Kennemore is charged with obstruction of law enforcement.
