Phillipe Guirand, 60 of Rome, was arrested this week after reports said he repeatedly punched a woman on Christmas night.
Reports said that Guirand hit the woman in the face causing her blood vessels to bust in her left eye.
He is then accused of taking another’s cell phone in an effort to prevent them from calling 911 for help.
The incidents occurred in front of a 7 year-old child.
Guirand is charged with battery, cruelty to children in the third degree and obstruction of a person making a 911 call.
