Nycholas Tysean Strickland, 24 of Rome, was arrested this week after reports said he stole a cellphone from another person on East 19th Street.
Police said that when the victim confronted Strickland he refused to return the phone.
The incident was observed by a witness.
Strickland is charged with theft by taking.
