Sam Newit Richardson Jr, 32 of Rome, was arrested this week after reports said he repeatedly punched another man in the face during an altercation on Warren Road.
The victim suffered numerous visible injuries from the attack.
Police added that Richardson allowed a 3 year-old child to witness the attack.
Richardson is charged with aggravated battery, cruelty to children in the third degree and cruelty to animals.
