William Henry Wesley, 30 of Hiram, was arrested in Rome after he was found panhandling at the intersection of Highway 411 and the Loop.
Officers said that Wesley was seen taking items from drivers while stopped at the redlight.
Police added that while questioning Wesley he refused to identify himself.
Wesley is charged with panhandling.
