A 44-year-old homeless Rome man, Morris Strickland, was arrested this week after police said they found him walking in the middle of Shorter Avenue while drunk.
Police added that while placing Strickland under arrested he refused to get into the patrol car.
Strickland is charged with obstruction, pedestrian under the influence of alcohol, and two counts of failure to appear.
