Michael David Brown, 34 of Rome, was arrested this week after police said he stole their handcuffs.
Police said that they were placing Brown under arrest for an active warrant when he was handcuffed, but then ran away from the scene.
Brown is charged with theft by taking government property, obstruction and failure to appear.
