Curtis Emmanuel Watkins III, 24 of Rome, was arrested this week after reports said he slapped a woman in the face, resulting in her glasses being knocked off her face.
When police arrived to the scene, Watkins is accused of not identifying himself.
Watkins is charged with battery, obstruction and disorderly conduct.
