Cortraveon Bernard Robinson, 20 of Rome, was arrested this week after reports said he took money to feed dogs but instead used the money on other items.
Reports said that Robinson proceeded to abandon the animals while allegedly moving out of state.
Robinson is charged with theft by conversion, aggravated cruelty to animals, abandonment of dogs and failure to appear.
